Free Wi-Fi In Bangkok

We've read a number of stories from the Bangkok Post to the hyper local blog coconutsbangkok.com that Thailand's Information and Communication Technology Ministry is setting up 20,000 free public Wi-Fi in the capital city.
Question is, is it real? Maybe we need to throw this one to Woody Leonard and his tech circles.
If it actually does work, what a great initiative this could be for tourism in Phuket to have free Wi-Fi all over the island.
