What's A Wang-Wang?

A recent visit to Manila brought about the sighing signs at Ninoy Aquino International Airport announcing a "no wang-wang zone."
I was puzzled and quickly turned to Google for an explanation
According to a number of sources "wang-wang" is the system of the privileged who demand VIP treatment, put sirens on cars to cut through traffic and generally try to cut corners for their own personal convenience.
Sounds like a term that could well be used in other countries such as Thailand or Indonesia, now doesn't it?
